Minibus Simulator puts a qualification beside the temptation to fill another space. Its official description says standing passengers can increase income, then warns that a police inspection may result in a fine. Taking more fares is not described as a gain without conditions.
That differs from the separate luggage task: getting out and loading passengers’ bags is also advertised as a way to earn extra money, but the listing does not attach this same inspection warning to that action. The two income opportunities therefore give you different questions to investigate, rather than one generic instruction to maximize passengers.
