That is a more useful invitation than the listing’s broad crafting language. There is a named input and a named result, although no recipe or verified crossing tells us exactly when the boat becomes available. It would be a leap to claim it rescues every bad jump.

Stars create another stated reason to inspect the route: collecting all three offers better rewards. The description does not say those stars are required to finish. If you like a platformer whose side collection has an explicit purpose, examine what the route offers for the boat and what it offers for rewards. Getting out of the maze and gathering everything are distinct interests.
