Path of the Idle Cultivator gives equipment a possible future beyond its current owner. The official description names Legacy as a way to pass treasured equipment down through successive lives. Rebirth is not described only as a larger multiplier on another beginning.
That distinguishes several kinds of continuing progress. Soul Power buys lasting upgrades; bloodlines and weapon mastery develop across the journey; Legacy concerns equipment. An item and a permanent upgrade are different things to investigate before the current life ends. The description does not make them interchangeable or say that every item is eligible.
