Talespinner gives the storyteller a decision before the hero’s cards resolve it. The official description says the storybook can modify encounters: ease them to progress, or raise their stakes for greater rewards. Building a deck is paired with choosing some of the trouble it will face.
The distinction is between preparing an answer and adjusting the question. A promising card combination does not, by itself, establish that increasing the next challenge is worthwhile. The description supplies no exact modification or reward schedule, so it cannot support a rule that harder is always better. It does support considering current capabilities when selecting the advertised encounter pressure.
The page also presents yokai as opponents who can instead become allies through charm and cunning, and says hostile forces can affect how the hero’s cards act. Those claims make the encounter more than a neutral container for a fixed deck. Their conditions are not specified, however, so a named creature cannot be assigned a made-up recruitment cost or card disruption.
The reason to investigate Talespinner is that overlap of authorship and play. The hero still has to confront the story you shape. Before asking whether the deck can win a difficult encounter, ask whether this is the encounter you want the book to make difficult—and what the advertised extra reward would have to justify.
