The Chinese official listing says the Tiangang set is not the strongest by attributes, but has resistance for the underworld region. The place you intend to enter supplies another criterion for the equipment comparison.
The listing describes that set as coming from the same underworld area. That connects a region’s rewards to continued activity there, although no drop rate or minimum resistance requirement is supplied. It would be an invented build guide to say how many pieces are necessary to survive a particular boss.
A complete set is also advertised as activating another power effect. That is a separate claim from the resistance attached to the equipment, and the page gives no formula that would let the two be converted into a reliable damage calculation.
