Paver: Tidy Up Together treats assistance as a mode choice as well as a progression reward. The official description says Normal mode unlocks skills as you progress, Sandbox begins with all of them, and No-Skill mode disables them for manual placement. You can choose the relationship you want with the help.
The named skills explain why that matters. Highlighting identifies the correct location for the topmost paver in your hand; Auto-Placement handles placement; Auto-Collect gathers matching pavers. These tools concern different jobs within restoring the plaza, rather than one abstract speed bonus.
So the useful question is what you want the work to contain. Earning the tools makes their arrival part of progress. Starting with them lets you investigate the assisted process immediately. Disabling them preserves the manual task as the project. Paver advertises room for those preferences without making any of them the definition of tidiness.
