The severed leg is not the kill confirmation in Zombie City Together. The developer says a zombie whose leg is shot off starts crawling toward you rather than dying. The visible result changes how it moves while leaving something to deal with.

That distinction gives dismemberment a tactical question beyond spectacle. A damaged enemy can remain part of the horde, so checking what still approaches matters after the shot. The source provides no crawl speed or damage values, and does not establish that another particular body-part hit always finishes the job.

Height is also advertised as something the enemies can answer. The developer says rooftop retreats can provoke a nearby pack to leap after the player. That is a described behavior, not proof that every roof is unsafe in every build or that a particular path guarantees escape.

Mode selection changes the other threats. Survival + PvP combines the horde with rival players, while the separate PvP mode removes zombies. A crawling enemy consequently belongs to a different situation depending on the match chosen; the source does not document how those targets are prioritized by the AI.

If the shooter appeals, look past the visible wound to what the enemy does next. Removing the leg is the stated beginning of a different approach, not the end of the approach. The useful habit the rule invites is reassessing the threat after damaging it.
